    Abstract: 本研究之迪化污水處理廠附設運動公園的興建設置,乃由於早期的迪化污水處理廠負責處理大台北市區主要的下水道排放污水,因為污水在淨化與再排放至淡水河的過程中,所產生的刺鼻臭味被附近鄰里居民所排斥抗議,因此在改建迪化污水處理廠為半地下化的同時,為了降低周邊里民抗議,特別在迪化污水處理廠的上半部規劃設置附屬運動公園,提供鄰里居民使用,增加民眾對環保工程之親和力,以減少民眾對污水廠改建時無謂的抗爭,因此有其特殊的規劃意義、目的及定位,與其他運動公園設置的性質不盡相同。

    本研究建立迪化污水處理廠附設運動公園用後評估模式,對迪化污水處理廠附設運動公園進行用後評估,主要目的為下列四點:
    (一)瞭解迪化污水處理廠附設運動公園之使用環境現況。
    (二)調查迪化污水處理廠附設運動公園之使用者背景與使用者行為特性。
    (三)分析不同背景的使用者對迪化污水處理廠附設運動公園的設施滿意度與需求。
    (四)歸納整理迪化污水處理廠附設運動公園與使用者供需之間的差異,並提出改善建議,以供相關單位參考。

    研究方法依迪化污水處理廠附設運動公園用後評估模式,進行迪化污水處理廠附設運動公園的現況調查與使用者問卷調查,瞭解本研究運動公園的休閒運動設施的使用情形,以及瞭解不同背景的使用者對本研究運動公園之休閒運動設施的需求與滿意度。

    本研究的調查評估結果顯示,使用者到本運動公園之主要目的為運動打球慢跑、帶小孩來玩與散步;使用者對本運動公園滿意的原因為較大的空間、環境舒適與運動設施多樣;使用者對本運動公園不滿意的原因是運動球場不夠用、休憩設施太少與公園髒亂;使用者對本運動公園希望增加的設施為飲水設備、涼亭花架與休憩桌椅;使用者對與本研究之迪化污水處理廠附設運動公園的整體滿意度均有正向的評價。

    Recreational Sports Park atop Dihua Sewage Treatment Plant in this paper is built and established to solve the protests of the nearby residents against the pungent odor emitted when the Dihua Sewage Treatment Plant taking charge of treating the sewage in the sewer under the urban district of Taipei decontaminates the sewage and then discharges into Tamsui River. When the Dihua Sewage Treatment Plant was re-built into a semi-underground one, the Recreational Sports Park was planned to be built on the upper half of the plant in particular to service the nearby residents, so as to enhance people’s affinity for the environment protection projects and relieve their resistance during the plant reconstruction. Hence, the park has unique planning significance, purpose and position which are quite different from that of other parks.
    This study sets up a mode of Post Occupancy Evaluation for the Recreational Sports Park atop Dihua Sewage Treatment Plant, so as to evaluate the park for the four targets listed as follows:
    (1) To understand the current application of the Recreational Sports Park atop Dihua Sewage Treatment Plant.
    (2) To investigate the background of the park users and the characteristics of their using behaviors.
    (3) To analyze the satisfaction and demands of users with different backgrounds for the park.
    (4) To conclude and figure out the differences between the supply of the park and the demands of the users and put forward the proposals for improvement so as to serve as references for other similar cases in the future.
    As for the approach involved, the study adopts the Post Occupancy Evaluation for the Recreational Sports Park atop Dihua Sewage Treatment Plant to conduct the survey of the current situation and questionnaire for users, with the aim of understanding the using condition of the recreation and sports facilities of the park in this paper, and also the users’ satisfaction and demand for the facilities in the park.
    According to the survey and evaluation results, the users come to the sports park mainly for doing exercise, playing balls, jogging as well as taking children for fun and walk. The users are satisfied with the park because of the large space, comfortable surroundings and variable sports facilities, while the discontents among users are caused by the insufficient facilities, few recreation equipments and mess state. In addition, the facilities that users hope to introduce are drinking-water equipments, pavilions, flower shelves and tables and chairs for rest. All users have a positive evaluation of the park’s overall satisfaction.
