    題名: 身心障礙福利機構人力管理與經營績效之研究-以桃園縣教養機構為例

    摘要: 人力管理在身心障礙福利機構之組織運作內為不可或缺之部分,亦是身心障礙福利機構從事社會福利服務業務提供優質服務之樞紐所在,因此探討身心障礙福利機構之管理者對於專業人力管理與機構經營績效間之影響因素即成為身心障礙福利機構關注之議題。本研究旨在了解身心障礙福利機構人力管理與經營績效之研究,透過深度訪談機構管理者,試圖了解身心障礙福利機構之組織在人力管理面向之實際情況,並期達到以下之研究目的:

    一、探討身心障礙福利機構管理者對機構經營在人力管理之實際運作情形。
    二、探討身心障礙福利機構管理者對機構經營在人力管理所遭遇的問題與困難。
    三、探討身心障礙福利機構管理者對機構人力管理與經營績效的看法。
    四、整理分析身心障礙福利機構運作功能在改善當前在人力管理與經營績效間
    阻礙因素之對策與看法。
    五、提出結論與建議,提供身心障礙福利機構及本研究個案之管理者改進參考。

    據本研究結論可知,由於身心障礙福利機構有別於營利組織,因此,機構之人力管理也有別於營利組織之單純以財務績效為考量重點,機構經常為了能達成年度經營績效,透過各種方式招募專業人才,並且積極與增加培訓專業人力。對於經營績效面向,機構也側重在於服務運作過程與服務品質之要求,縱使發生短暫人力不足狀態,也會獨自發展出因應變革措施與妥適安排制度,以渡過短暫現象,最終還是會讓整體制度與運作步入常軌。對於身心障礙福利機構人力管理與經營績效之關係,茲據研究可知:「經營績效必須綜合機構整體運作據以評估外,其中人力管理對經營績效影響最大」。

    關鍵字:人力管理、經營績效、管理者。

    Human resources management as an integral part of the operation of
    the organization of the disability welfare institutions and handicapped
    welfare organizations engaged in social welfare services business to
    provide quality service to the hub where, so explore the administrator
    of the disability welfare institutions for professional human resources
    management andthe influencing factors in the performance of
    organizations and become concerned about the issue of disability welfare
    institutions. This study aims to understand the disability welfare agency
    human resource management and business performance through depth
    interviews with agency managers to try to understand the actual situation
    of the organization of the disability welfare institutions in human
    resource management-oriented, and achieve the following research
    purposes:
    1、Explore disability welfare agency managers of institutions operating
    in the actual operation of the human resources management situations.
    2、explore the problems and difficulties of the handicapped welfare
    organizations experienced managers institutions operating in the
    human management.
    3、of disability welfare agency managers of institutional human
    resources management and operating performance.
    4、and analyzed operational functions of disability welfare institutions
    in improving the current obstacles in human resources management and
    business performance measures and views.
    5、conclusions and suggestions, provide disability welfare agencies and
    the managers of this case study to improve the reference.
    According to the conclusions of this study shows that, due to the
    disability welfare institutions is different from for-profit
    organization, human resources management of the organization is
    different from for-profit organization purely financial performance is
    the main consideration, agencies often recruited through various means
    in order to achieve annual operating performance,professionals, and
    active and to increase training of professional manpower. Business
    performance-oriented, institutional focus is to service the operation
    of the process and service quality requirements, even short-term manpower
    shortage of state, will be alone to develop reform measures, and
    appropriate arrangements system, in order to tide over the short-term
    phenomenon, and ultimately make overall system operation into the beaten
    track. In According to the research shows the relationship between
    disability welfare agency human resource management and business
    performance: business performance must be integrated institutional
    overall operation of the data in order to assess the human resources
    management business performance, the greatest impact ".
