校園霸凌事件存在已久,過往學校處理的經驗多半是以獎懲的方式帶過而忽略了後續輔導。而學校社工在台灣已建置多年,研究者認為學校社工除了作為資源連結者外,是否能有效擔任處理校園霸凌的角色?因此,本研究藉由深度訪談的方式,透過瞭解學校社工處理校園霸凌事件的經驗,提供對校園霸凌事件的看法與建議。
本研究目的有三點:1. 從新北市學校社工的觀點瞭解學校因應校園霸凌事件之情形。2.探討新北市學校社工處理校園霸凌事件時之主觀經驗及感受。3.依據研究結果提供政策面及實務面與未來相關研究之建議。期待透過本研究整理歸納學校社工之經驗,藉此作為相關單位政策制定及實務上的參考。
研究發現與建議,以政策面以及實務面分別作說明。在政策面上,相關法規並未落實法規規定以及配套措施亦未有效執行。而制度面上,因應訓輔人力的不足,欲增聘教官,藉由軍政的角色來解決問題。然受訪者皆認為為有效解決校園霸凌事件應增聘專業輔導人員,例如學校社工,而非非專業輔導體系人員。在實務面則以學校社工在服務學生和家長以及合作對象學務處人員、教官、導師、輔導室人員時所遇到的問題加以說明,所得發現認為不管對象為何,學校社工皆需不斷加強並充實自身專業知能,並適時的抒發自身的壓力與情緒,以因應不同的問題。
最後,修復式正義近年來已漸漸運用於青少年犯罪事件,因此,學校社工與相關政策制定者亦可將之精神運用於輔導校園霸凌事件之加害者與受害者身上,透過對話、復原與補償的方式來使雙方學習並成長,化解校園霸凌於無形。

The problems of bullying have been the main concern at school but however the way of dealing is based on reward and punishment rather than the follow-up counseling. Even thought social workers at school have been set up for years, the researcher consents that they not only link the sources up but also play the roles of solvers. Therefore the paper provides the advices to realize the way of dealing with bulling by means of in-depth interview.
The aim of the paper regards three points. First of all, to realize the viewpoint of social workers deals with the issue of bulling in New Taipei City. Secondly, to discuss the experiences and opinions of social workers are undergone by the bulling. Finally, to provide practical advices to relative research are based on the results. The collected data are formulated as practical references and policy.
The research illustrates in the aspect of policy and practical. On the policy, the relative law does not put into practice and execute well. Due to the fact of insufficiency of consulter, the alternative project will invite drillmaster to solve the problem because participant considers that invite professional consulters such as social workers rather than the non-professional consulters. On the practical perspective, it illustrate the way of dealing with multiple problems and therefore they need to study hard and relief the pressure themselves when social workers get along with students and family and also sometimes cooperate with consulters, drillmasters, instructors and consulters.
Finally, the restorative justice has been adopted within the teenager penalty for years. Therefore, it goes through with the dialogue, restoration and complement to resolve the problem of campus bulling between pperpetrators and victims.
