    摘要: 臺灣自光復以來,為因應我國人口成長及產業發展之需求,都市建設發展重點多在於新市區之開發,然在歷經了四十餘年經濟快速成長與都市化之後,許多早期發展之舊市中心皆呈現窳陋衰敗、公共設施不足、居住環境品質低落等亂象。
    從整體都市的發展而言,新北市原有10個縣轄市都是環繞臺北市周邊成長來,現有的市民當初也多是為因負擔不起臺北市房價而選擇定居於此。過去在法規的管制上也較臺北市寬鬆,因此違規使用及都市密集度上相對都較其他都市為高,造成都市發展上的阻礙。因此,新北市都市更新工作推動或許遠比臺北市還更重要且具急迫性;而以新北市而言過去都著重在私辦更新,公部門主導都市更新事業案至今僅有一案核定-新北市板橋舊站臺鐵宿舍區都市更新事業計畫。
    本文擬以新北市板橋舊站臺鐵宿舍區都市更新事業計畫案例為對象,研究方法以、文獻回顧分析、個案研究法、深度訪談法為主軸,分析新北市板橋舊站臺鐵宿舍區都市更新事業計畫案之內容、招標文件與權利變換計畫,並與一般性之都市更新案作比較,找出彼此之間之異同,並進行深度訪談法,進一步切入公部門與私部門及專家學者對此之看法,最後研擬出公私合夥辦理都市更新事業之課題,最後提出策略性建議,以供都市更新工作之參考。
    Since the colonial era, Taiwan, in response to population growth and demand for industrial development, urban construction and more focus on the development of the new urban area, then after forty years of rapid economic growth and urbanization, many of the early development of the old urban environment, gradually showing Yu Lou, lack of public facilities, low quality of living environment such as the decline of the phenomenon.
    From the overall urban development of New Taipei City, the original 10 counties of cities are surrounded by peripheral growth to Taipei, the public had also are selected to afford the Taipei prices settled here. Regulatory control lenient than that of Taipei, the illegal use and urban density is relatively higher than other urban, urban development obstacles. Therefore, the new Taipei City Urban Renewal work to promote perhaps than Taipei is more important and urgent; to the new Taipei City are focused in the private sector to do updates, public sector-led urban renewal business case so far only one case approval - New Taipei Itabashi old site iron dormitory area of the urban renewal business plan.
    This paper updated business plan case to the dormitory area of Taipei the Banqiao old site new iron city, research methodology, literature review, case study method, the depth interviews as the main analysis of the new Taipei Itabashi old site iron dormitory area of the urban renewal businessthe contents of the plan case, the tender documents and the rights transformation plan, and compare the urban update with the general case, to identify the similarities and differences between each other, and depth interviews to further cut into the public sector and private sector experts and scholars onof view of this, the last Develop public-private partnership to handle the urban renewal business issues, and concludes with strategic recommendations for the reference of the urban renewal work.
