    摘要: 台北盆地位於台北都會地區中心地區,也是發展較早以及開發強度較高的地區,本研究主要目的在探討台北盆地地區經濟發展與實質環境品質之間的變遷影響,透過環境顧志耐曲線(EKC)與社會顧志耐曲線(SKC)的研究方法來探討台北盆地六個環境單元分區的包括經濟、環境以及社會層面的實質環境品質指標之間的關係,經由文獻回顧訂定出適合此研究之實質環境品質評估指標,並進行縱斷面時間序列資料蒐集(1998年至2008年)、橫斷面地區資料(將台北盆地地區分為六個環境單元)及綜合兩類資料的數據資料做橫向與縱向分析。在指標訂定方面,對於實質環境品質的定義是以生活、生產、生態的三生概念,生活是代表社會環境層面,生產是代表經濟環境層面,而生態則是代表自然環境層面來探討。以環境顧志耐曲線與社會顧志耐曲線及實質環境品質變遷相關之文獻評析並評估分析方法;建置1998年至2008年間台北盆地地區各環境單元經濟、環境以及社會指標變遷資料系統,作為各環境單元實質環境品質變遷影響之分析基礎;研究結果顯示各環境單元整體實質環境品質都是呈現變好的情形,顯示經濟成長帶來整體的實質環境品質成長大多是正向的,唯有部份單一指標如O3、人均公園綠地面積等是呈現品質下降的趨勢,未來台北縣、市政府在對實質環境品質的政策與管制應針對其做出改善,對環保與「節能減碳」的生態規劃措施以及增進居民社會生活品質之福利制度改善就更顯其重要性。
    Located in the central Taipei Metropolis, Taipei Basin is the earlier and intensively developed area. The main purpose of this research is to discuss the influence of vicissitude between the economical development and the Quality of Physical Environment in Taipei basin, by using Environmental Kuznets Curve (EKC) and Social Kuznets Curve (SKC) research methods to study the Quality of Physical Environment indicator about economical, environmental and social aspects to the six Environmental Units of Taipei Basin. By reviewing literature, schedule the suitable appraisal indicators of the Quality of Physical Environment, and carry on acquisition of the time series data from 1998 to 2008, and make crosswise and the longitudinal analysis with the data information of cross-section data and comprehensive data above two kind of it. In indicator schedule, regarding the Quality of Physical Environment’s definition is by three concepts of Life, Production and Ecology Functions. The life represent the social perspective, the production represent the economical perspective, while the ecology represent the environmental perspective. It is evaluated by the related literature of Environmental Kuznets Curve and Social Kuznets Curve and the Quality of Physical Environment, also appraised the analysis methods; to establish the indicator vicissitude data system of economic, environment and social to the various Environment Units in Taipei Basin from 1998 to 2008; take basis to analysis influence of vicissitude about the Quality of Physical Environment; The research result shows that the situation of the overall the Quality of Physical Environment of various Environment Unit which represent been improved, also shows that the economic growth brings the whole Quality of Physical Environment to grow is forward, but partial single indicator like O3, Park green area per capita etc. represents the tendency of quality drop. It should be improved in view of policy and control of the Quality of Physical Environment by Taipei County and Taipei Municipal Government in the future. It will be obviously important to improve of the planning measure of ecology to environmental protection and energy conservation and carbon reduction as well as promotes of welfare system to resident social life quality.
