摘要: | 國內社會環境高度工業化之後,公部門(政府機關)與私部門(私營企業)的服務內涵與產出內容,顯已不敷多元之需求,整體社會機能的運作每況愈下,「非營利組織」(Non-profit Organization-N.P.O.)乃應運而生。
非營利組織之存在,說明了公民參與公共事務的主動性與優質程度,乃國家進步指標之一,政府宜鼓勵民間在公共事務的治理過程中提供熱誠與經驗,化解施政疑慮,並防止權力遭到濫用。期望國內各類宗教型非營利組織,儘早藉由內部的資源整合,與外環境接軌,充分發揮第三部門影響力,協助政府安定社會人心。
慈濟,由本土佛教組織登入世界公益之堂奧,成為聯合國援助認證之機構,自臺灣光復以來最令人側目的公共事務參與典範;印順導師當年示勉之:「為佛教、為眾生」,慈濟人士秉持思維,轉換成入世因緣,對社會造成之正面影響已然開花結果。
慈濟組織不介入政治紛擾,以本土關懷為表裏邁向全球發展;有時候軟性人文資產也可能代表泱泱大國內在實力,「國者人之積,人者心之器」,正信宗教之善與真,信與誠,已然成為人類千萬不可盡失之安全辮。
本研究分為緒論、文獻回顧及理論基礎、研究設計、研究實施與訪卷整理、研究分析、結論與建議等六章;主要以慈濟慈善事業基金會運作之方式,尋求社會基層意見領袖具代表性之觀感,然後就相近似或相通問題,在最適時間內分別訪談慈濟組織成員,最後參酌相關文獻,以公民參與、志願主義,與宗教淑世理論作基礎,將訪談所獲得資訊綜合分析,呈現結論。
In the society of a highly industrialized country, services from the public sector and product outputs from the private sector are no longer diversified enough to satisfy the needs from its people, leading to poor quality of daily operations in the country. Non-profit organizations (NPO) serve as the third sector to save the above situation.
The existence and the number of NGO in a country provide a quality indicator to how much the country is advanced for its people to actively participate in public services. In this situation, the government should encourage its people to contribute their experience and enthusiasm when taking parts in public services such that the society can better understand the government's policies and prevent the government from abusing its power. Accordingly, it is expected that various NPO, such as the ones from many religions can also coordinate from their inside and actively reach to the outside world – fully exerting their role as the third sector to bridge the gap between the public and private sectors and help stabilize the society.
Tzu Chi, a local NGO aimed at Buddhist compassion relief, is now advancing its influence globally, and is certified as an international human relief organization by the United Nations. Following the original teaching from Master Yin Shun - “Work for Buddhism and for all living beings,” Tzu Chi’s positive influence is expanding over time and is the most successful and impressive model of public services since 1950s in Taiwan. The success of Tzu Chi can be explained by the following three factors: its alienation to politics, its integration with local cultures, and its willingness to help foreigners around the globe.
In the current study, systematic interviews were conducted with opinion leaders from the grass root about the internal operations of the Tzu Chi Foundation. In addition, members from the Tzu Chi Foundation were also surveyed to similar issues. Together with previous literature in public participations, voluntary services, religious meliorism, the current study is aimed to investigate why and how Tzu Chi is such a successful NPO model. As a country is made by its people and a person is determined by the mind, the righteousness and sincerity of a religious organization, such as Tzu Chi Foundation, is highly influential to people’s mind and becoming a safe valve between the government and the people. |
