摘要: | 勞工的勞動條件之保護與爭取可藉由工會的發聲來進行,一個團體或組織的發展需端賴領導人的領導,使團體具向心力,並通力合作達成目標。因此,本研究目的在建構工會領導人的職能,以協助工會在拔擢工會領導人或培養工會領導人進行訓練的依據。
而本研究採用質化研究之訪談法,首先透過文獻探討出工會領導人之工作內容與所運用之職能,並挑選十三位工會領導人與五位學者先進進行訪談與問卷發放,以增加研究的有效性。而訪談運用半結構式訪談法,最後將訪談內容依主題構面進行分析與歸納,得出結論為以下兩點:
一、工會領導人所需執行的工作內容有十七項,並且會因所屬工會的種類與層級不同而造成工作內容有所增減,分別為分析工會處境、設定工會的年度目標、決定各項會務工作的優先順序、邀聘及安排會務所需人力、凝聚工會幹部及會員的向心力、激勵會務人員的工作士氣、促進工會發展、為工會建立公共關係、為工會爭取外部資源、召開例常性會議、主持常務理事會及理事會、執行會議決議、會務人員的管理、會員服務的辦理、代表會員處理勞資糾紛、代表會員改善勞動條件與領導工會與雇主簽訂團體協約。
二、工會領導人的重點職能有六項,分別為成就導向、溝通技巧、影響力、關係建立、分析式思考與專業知識。

Leaders of trade unions play an important role in making the relations between employers and employees better. Therefore, the purpose of this research is to help unions select their leaders and give training through the competency model of trade union leaders.
The researcher chooses qualitative research interviews as the method of this study. A semi-structured interview guide is used to collect the necessary data. Thirteen union leaders and five scholars are interviewed to increase the validity of this research. The results of this study are as follows:
1. Union leaders are required to perform seventeen duties which may differ according to the types and levels of their affiliated union. The duties are as follows: analyzing the situation of the union, setting the annual goal of the union, deciding the priority of their work, hiring and arranging the necessary human resource, cohering the centripetal force of union cadres and members, encouraging the union-related staffs’ morale, promoting the development of union, establishing public relations for the union, seeking external resources for the union, convening routine meetings, hosting the general council and the council, executing the resolution of the meeting, managing the union-related staffs, giving the union member services, dealing with labor disputes on behalf of union members, improving labor conditions on behalf of union members, and leading the union to sign a collective agreement with employers.
2. A union leader should possess six main abilities: achievement orientation, communication skills, influence, relationship building, analytical thinking, and professional knowledge. Key words: union, union leader, competency.
