    Title: 新住民華語教學之研究---以台北縣明志國小新住民識字專班為例

    Abstract: 因婚姻而移民的新住民,入境台灣後最需要的教育需求就是識字教育,婚姻決定婦女未來的命運,識字更左右了人生命的視野。本研究採用質性研究,以明志國小之新住民女性,做為識字教學之研究對象,依學員需求研擬合適的識字教學方案,進行教學之行動研究。
    本研究結論發現:
    一、識字課程規劃方面,應增編多元文化刊物且以符合需求為識字教學方向
    二、識字教師方面,有待加強方面如教師對於目前職業的態度、教學的看法、在專業發展需求上的動力、具體內容的習得及參加教研活動的情況。
    三、教育行政機關方面,如現階段新住民識字教育未能彈性普遍化、提供其學習上相關問題查詢之支持體系有待建立等。
    本研究有以下幾點的建議:
    一、對識字教學策略應以設計多元文化教學課程、教學與輔導朝向多元化與客觀性。
    二、對識字教材編輯應以學習者的觀點或生命經驗為出發點、邀請專家或學者參與教學指引編輯、採取多元化的教學方式。
    三、對識字教師未來培訓的努力方向:加強識字教師專業化知能的培養、工作特質和學習知識的養成、專業機構引領教師反思和改進教學。
    四、對教育行政機關的建議:建立識字教育明確發展機制、以專人專責機構型態負責輔導研究與發展業務、識字教育完整配套措施之建立、「新住民強制入學條例」立法的可行性、開創多元的新住民識字教育管道。
    綜上可知,目前國民小學在辦理新住民識字教育時,不論從識字教學課程規劃、識字教師、教學困境及解決之道等各層面來探討,皆需正視新住民識字教育衍生的種種問題,尤其在推動之後更應著手進行規劃面、實務面的檢視,以為日後辦理改進之參考。

    What kind of education new residents of immigrants by marriage need the most is literacy after the entry to Taiwan? Marriage decides the future fate of women while literacy affects the life vision of human. This study adopted qualitative research and took the new female residents of Mingzhi elementary school as the research objects of literacy teaching to develop appropriate literacy teaching program according to the needs of students and studied the teaching action.
    This study concluded that:
    1. The literacy curriculum planning should add more multi-cultural publication and adopt the direction to meet the needs of literacy teaching.
    2. The teachers of literacy need to improve the attitude toward the occupation, views of teaching, motivation of the professional development needs, the acquisition of the specific details and participation in teaching and research activities.
    3. The educational administrative authorities should establish the academic support system to provide the related problems queries due to the non-flexible and un-widespread literacy education of new residents at this stage and so on.
    This study has the following suggestions:
    1. The strategies of literacy teaching shall contain pluralism and objectivity by the multicultural curriculum , teaching and counseling design.
    2. The editors of literacy materials shall invite experts and scholars to get involve in editing teaching guidelines and adopt diverse teaching methods from learners’ point of view or life experiences as a starting point.
    3. The direction of literacy teachers’ future training shall enhance literacy teachers’ training of professional knowledge, job characteristics and learning knowledge development with professional institutions leading teachers to reflect and improve teaching.
    4. The recommendations to educational authorities: to establish the development of literacy education’s clear mechanism, to handle the counseling of research and development business with a responsible designated person of institution type, to iii iv
    To sum up, the current literacy education of new residents in elementary schools must directly face the derive problems of literacy education from the aspects of literacy curriculum design, literacy teachers, teaching difficulties and solutions especially the inspection of design and practice after the procession to be as the future reference for improvement.
