摘要:	隨著工業革命以來，都市迅速發展的情況下，吸引了鄉村人口往都市移動，使得都市規模逐漸擴大，產生了許多如環境汙染、住宅供給、交通堵塞等問題的出現，使得生活上影響都市機能活動的不和，造成都市活動的喪失，因此，「緊密都市」理論的出現就是在都市蔓延(urban sprawl)的情況下所產生；台灣地區郊區化現象並非像歐美地區顯著，但都市面積歷年來不斷往外擴充，將衝擊整個都市景觀及環境品質，進而影響基本居住的品質，其所造成實質面的衝擊。當國外的緊密都市計畫處於摸索時，台灣其實已形成緊密的都市但卻不自知，於是台灣開始進行緊密都市研究以追溯都市發展規律，然而各國緊密都市會依照每個國家的都市人口規模、密度、混合型態、環境的不同，產生不同的型態，因此其所累積的都市發展經驗也不同，因此我們在探討台灣要朝向緊密都市，制定其指標時，必須因地制宜。本研究先回顧緊密都市相關理論及文獻，並研究國外緊密都市相關因素予以整理分析，作為指標之參考，接著探討過去台灣都市發展的歷程，以了解台灣過去都市之發展，進而研擬出初步緊密化都市指標，最後藉由德爾菲法，透過專家學者的看法建立出「台灣都市緊密化」之指標。　　With the industrial revolution, the rapid urban development in the case, to attract the rural population to urban movement, making the city gradually expanded the scale, resulting in a number such as environmental pollution, housing supply, traffic congestion and other problems, making the impact of urban functions in life activities does not and, resulting in urban activities, loss, therefore, "compact city" theory there is urban sprawl (urban sprawl) in the case of the production; Taiwan suburbanization phenomenon is not like Europe and America significantly, but the area of qualification the years not broken out expansion will impact the quality of the urban landscape and environment, there by affecting the quality of basic living, they have caused substantial side impact. 　　When the close urban planning in foreign exploration, Taiwan has already formed a compact but not knowing the city, so compact city of Taiwan began to conduct research to trace legal regulation of urban development, but countries will follow closely the city's urban population of each country size, density, mixed types, different environments produce different types, so their cumulative experience of Urban Development is different, so we headed compact city of Taiwan, the development of it’s targets must be adapted to local conditions; this study through the close urban theory, develop a strong urban indicators in Taiwan, as the future of Taiwan's cities close of the standards. 　　This view from the city to explore sustainable development, "compact city (compact city)" the concept of meaning, through the sustainable development objectives, content and strategy for a sustainable development under the close structural factors necessary for the city, a view to Concept of sustainable development management from the spirit, to explore the Taiwan "compact the city" of the indicators.
