    摘要: 隨著各國政府派駐在台的外交人員逐年增多,學習華語人數也與日俱增,然而外交語言有其不同於一般語言的獨特之處,放眼坊間,並沒有一套針對外交人員學習之華語教材,故本研究試圖在溝通式教學法的基礎上,設計出適合外交人員使用的華語教材,藉此提高外交學生參加正式與非正式場合之口語溝通能力。
    外交教材設計應考量到教材設定之程度,以及必須為外交學生語言考試作準備,故必須有明確的教材分級,近幾年,美國和歐盟先後推出了外語教學與評估標準,外交華語教材也將在此基礎上制訂出教材主題及分級標準,作為編寫外交華語教材之範例與參考。
    本研究除了分析外交人員學習華語及使用教材現況外,筆者也進入研究場域進行教學及訪談,試著發現外交學習者特殊需求及特有問題,並根據文獻及教學訪談,研究出針對性、實用性、系統性、功能性、時效性及得體性等六項外交華語之編寫原則,並依此六項原則,編寫出一課外交教材範例,呈現研究設計成果。最後並歸納整理溝通式外交華語教材未來編寫之參考方向。
    As government diplomatic personnel stationed in Taiwan increases year by year, so too does the number of people learning Chinese. However, Chinese for diplomatic affairs has its own unique language, differing from the general spoken Chinese, and it is through researching the market, we discover that one cannot find Chinese teaching materials specifically for diplomatic relations. Therefore this study aims to use the methods of Communicative Language Teaching (CLT) to design and research teaching materials for the purpose of improving the oral communication skills of diplomatic personnel for formal and informal occasions.
    When designing the teaching materials for diplomatic relations, one must consider the teaching standard and the need to prepare for foreign examinations, therefore the levels must be clearly set. In recent years, the United States and the European Union have launched foreign language teaching and assessment standards. These standards can be used when designing foreign language materials, including future textbooks for diplomatic relations.
    As well as researching the level and use of these teaching materials, the author has both taught and conducted interviews in the field of research to attempt to understand the special needs and issues of diplomatic personnel. Furthermore, through the above research and interviews, the author has formulated specific, practical, systematic and functional principles, such as timeliness and appropriateness, to be used when designing diplomatic Chinese teaching materials. The author has employed the use of these principles in the research and design of a textbook example of a course for diplomatic personnel. Finally, this research has been collated and analyzed in order to assist future progression in this field.
