本論文是以操作地理資訊系統軟體為研究基礎,建立出一套土地資源分析模型操作研究平台,希望這一套土地資源分析模型操作研究平台,可以清楚提醒規劃人員再進行國家公園一般管制區調整分區劃設時需特別注意哪些地點,以利調整分區劃設規劃。
本次論文主要研究內容經過探討國家公園土地規劃管理之相關論述、陽明山國家公園一般管制區(第三、四類細分區)土地使用管理制度、相關文獻與法令分析。歸納建立出主要探討要點是以自然安全優先性、公平合理性、環境正義、容受力、現行管制內容一致性等為相關重要要點,並訂定出以坡度、環境敏感、距離河川距離100公尺、距離水質水量保護區範圍、聚落聚集度、道路可及性等六項之重要關鍵分區劃設因子,來協助本論文進行陽明山國家公園一般管制區(第三、四類細分區)之分區調整研究。
在應用地理資訊系統土地資源分析模型整合上述所提相關重要要點與重要關鍵分區劃設因子建立出基礎資料庫、圖形資料庫,並設計出一套對於實際規劃者能方便操作又具有高精度並可以實際運用之土地資源分析模型操作平台,並讓規劃者能站在一個理性、客觀與具有精度的角度,規劃出一套能兼具有科學邏輯與合理客觀的土地使用分區計畫,也可有效降低民眾對於現行土地使用分區計畫的質疑。
Abstract
Operating a geographical info system software is used as the research basis for this research to establish a land resource analysis model serving as a operation and research platform. Hopefully, this land resource analysis model serving as a operation and research platform can assist the planners in be attentive to some locations deserving more attention during conducting zoning adjustment for general control zone of national parks so as to make better zoning planning.
The major research contents include reviewing relevant documents of land planning management of national parks, land usage management system of general control zone (3rd/4th category of sub-zoning) of Yangmingshan National Park, and analysis on relevant reference documents and acts and laws. It has been deduced in this research that major discussion issues include national safety priority, fairness and rationality, environment justice, tolerance, and consistence of contents of current laws and acts. It also has been developed such six critical zoning planning factors as slope, environment sensitivity, a distance of 100 meters with the river, a range distant to water quality and water volume preservation zone, human settlement density, road accessibility in this research to conduct zoning adjustment research of general control zone (3rd/4th category of sub-zoning) of Yangmingshan National Park.
The application of geographical info system on land resource analysis model is integrated with the aforesaid relevant important factors and critical zoning planning factors to develop a basic database and graphic database and to design a land resource analysis model operation platform that can be conveniently and precisely operated by the practical planners. The planner, therefore, can combine rationality and objectiveness and precision to plan a land usage zoning plan composed of scientific logic and rationality and objectiveness as to reduce the social public’s distrust on current land usage zoning plan.
