工業複合體(Industrial Complex)與工業港(Industrial Port)兩者均爲頗受重視的觀念,而且,不斷被應用在發展計劃中作爲一個重要的構成份子。本文中的個案-台灣麥寮-兼俱兩者,以石化工業作爲基石(台塑的六輕工業區),加上位於石化工區旁新開闢的工業港。在全國性發展計劃中,麥寮離島工業區的石化工業佔有重要的一席之地,因而,也在政府的監督之下進行發展。然而,其發展卻在私人企業(台塑)利益引導下,結合追求最大利益與配合區域發展。本文主要針對此計劃如何展開、挑戰、缺失與成就等作分析。
Both the industrial complex and the industrial port qualify as venerable concepts, and each continues to find relevance as leading constituents of development projects. The example presented here-Mailiao in Taiwan-combines elements of both, featuring the petrochemical industry as its bedrock. Mailiao is at heart a development project of national significance and, as such, has evolved under government oversight. It is directed, however, by private interests who must blend profit-seeking motives with those more in tune with regional development. How the project has unfolded, its challenges, pitfalls and achievements, is what concerns us in this paper.
