中共「中央工作領導小組」,由於要讓政治局常委在重大決策上拍板定案前必須事先具備一些政策細節的評估與分析,加上要交付國務院相關單位執行之前也要有具權威的決策本質,因此它不僅具有決策機能,而且常常要先行在內部讓相關黨政部門的首長就問題內容與本質求得共識,以便在呈報政治局常委之前可先有具體計畫提供參考,而在交付執行之後,也因先前已有內部共識可順利推動。因此中央工作領導小組是一個類似具有「黨政協調」或是「黨政運作」的機制。中央工作領導小組到底在中共的政黨機制中是什麼樣的定位,曾經有人以「黨的行政擔當機構」一言蔽之。事實上,領導小組的角色與定位恐怕不僅只是行政機關中黨的角色扮演地位而已,更重要的是深入到黨的領導小組在決策機制中的定位,以及在決策定調之後,如何讓黨政之間對決策執行層次的協調運作,因此它尚有存在協調機制的定位。中央工作領導小組在本文中所賦予的定位,也必須從一些不同的觀點與角度切入,才能獲致一個比較接近完整的看法。所以,再度從歷史演變的資料尋求領導小組如何在黨內被賦予的定位,就成為一個重要的分析手段,而這其中需從「政黨分開」的階段開始,探索更新重點。除此之外,如何在「協調」與「決策」的定位,能準確解讀出中央工作領導小組的角色扮演,應是本文的最精華的所在。
The full name of CLSG is Central Leading Small Group, considered an internal decision-making organ. The main duties are to propose policies and offer suggestions to the Standing Committee of Political Bureau, formally the final decision maker. As the Constitution of China stipulates, the fundamental principle of the Communist Party is to lead the entire society by controlling the administrative organs by means of organization, personnel, etc. The Party has established many institutions called "the corresponding departments between the Party and the government." They directly intervene with the administrative activities of the country. The CLSG is expected to perform a wide variety of tasks to lessen the workload of an already burdened and often elderly decision makers. Troubleshooters, problem-solvers, and arbitrators can cross geographic and bureaucratic boundaries for particularly complex, major issues. The CLSG can be considered a decision-making organ because the head of the Group used to be a Politburo Standing Committee member. Moreover, the proposals or suggestions made by the CLSG are rarely rejected by the Politburo Standing Committee.
