Abstract:	本文以文獻回顧方法，就土地問題本質與根源，說明土地問題之政治性及技術性。在政治性方面，改革是需要找到社會平衡點與原動力；在技術性方面，地價是問題之根源。典型〝公平〞與〝效率〞均可以地價來詮釋傳統地問題，包括：不用、誤用及濫用以及政府與人民、地主間、有地無地者間所生之磨擦等，以之為結構探討土地問題與對策。再就〝公平〞與〝效率〞所發生之問題，就政治環境,剖析在解決問題方面所發生之差距。當政治人物在處理〝效率〞問題時，因具有〝原動力〞較可期得獲臻成果；惟在〝公平〞問題處理時，因〝平衡點〞，難覓，而無法預期。於現實之政治環境下,〝效率〞問題之解決總具有優先性。
