台灣的鄉村發展由於缺乏國土計畫指導，又缺乏相關法令針對鄉村區進行規劃，因而造成城鄉不均的窘境。而在國土計畫法草案中，將國土管理分為城鄉發展地區、農業發展地區、及國土保育地區，未來鄉村區在國土定位上，係屬於城鄉發展地區的一環，鄉村發展勢必要配合都市計畫的發布，共同落實成長管理。此外，台灣位於環境敏感的海島上，地震及颱風頻傳，往往造成各種環境災害，因此，如何將永續發展理念導入鄉村營造中，更屬重要的政策議題。在永續發展推動下，台灣的鄉村可分為生態、生活、生產「三生」機能的型態，在此三種型態發展下，各有其成功或失敗的原因，值得分析，以重構鄉村發展的新動力，作為未來推動永續鄉村營造之參考。本研究首先探討鄉村的操作型定義，然後透過永續發展的論述，研擬鄉村永續發展指標之方向，作為未來營造鄉村地區永續發展之依據。
Due to the lack of national land use plans and appropriate laws and regulations, Taiwan has undergone unequal rural and urban development. In the (drafted) National Land Use Act, Taiwan's land uses are divided into three categories: urban and rural development areas, agricultural development areas, and conservation areas. As a result, future rural areas will be designated as either urban or rural development areas. Therefore, future rural area developments must be in accordance with the issue of urban plans and also collaboratively implement growth management. Furthermore, Taiwan is located in an environmentally unstable island, with frequent earthquakes and typhoons, which cause numerous environmental disasters. Therefore, the question of how to introduce sustainable development concepts into rural area building has become an important policy issue. In terms of sustainable development, Taiwan's rural areas can be divided into three patterns: environmental, social, and economic patterns. Among the three patterns, there must be different reasons for the success or failure of the rural development, which deserves further exploration and serves as a new force in constructing future rural areas building. This study first explores the definition of rural areas. Sustainable development discourses are then explored. Moreover, a vision of sustainable rural area indicators is then proposed based on the discussion of sustainable development discourses.
