    Abstract: 我國兩大政黨目前採取的黨內初選,公平性都受到質疑。因此有人建議採用美國公辦初選制度。但是,美國的公辦初選制度,是特定政治文化產物。尤其是美國政黨屬於柔性,我國則多為剛性政黨。美國初選制度移植到我國,不見得能改善我國政黨初選的弊病。我國政黨辦理黨內初選,比較類似歐洲國家政黨初選,藉由「政黨自律」來贏取選民的認同,初選若產生不良現象,自然會受到選民唾棄而有所反省。
    The two largest political parties in Taiwan currently adopt the "closed primary system," which calls to question the fairness of the primary elections. Consequently, some people suggest adopting the U.S. style "open primary system," but primary election system inside U.S. political parties is a particular and political cultural outcome. The political affiliation of an U.S. political party is more loosely formed, whereas most political parties in Taiwan are more rigidly formed. Transplanting the "open primary system" to Taiwan may not necessarily eliminate corrupt practices during party primary elections. The way Taiwan's political party administers "closed primary election" is more similar to the political parties in European nations, wherein political parties exercising "self-discipline" win votes, and any irregularies in the primary election will result in voter alienation and due retrospection.
