本文從兩項資料來源探討農業部門利用土地之情況,旨在表現由於處理方式不同,得出不同數據的印象,但五十年來農業部門利用之土地雖總量變化不大,品質劣化嚴重,土地改良的投入增加生產成本,是為特徵。農業部門土地利用受價位之影響,使農業、畜產及漁產成三足鼎立之局面,但土地利用之面積卻呈反方向,漁產使用土地最少,同時產品的區域分佈漸成集中於中區及東區現象,顯然都會化使南、北兩區耕地面積減少。今後應多利用新科技地理資訊系統(Geographic Information System, GIS)、全球定位系統(Global Positioning System, GPS)及遙感探測(Remote Sensing, RS),(簡稱3S科技),使土地利用之實際情況精準呈現,方可為有效之規劃與利用。
The paper examines the land utilization in agricultural sector through two sets of data: from Ministry of Interior and Council of Agriculture. Analyses based on the two sets show different statistical configuration of trend and the distribution of land among sectors and areas. Over the past fifty years, the total agricultural land area has not changed significantly. However, the land quality has been seriously deteriorated. Many paddy fields have been converted into non-agriculture uses, while the share of dry land increased to near fifty percent. Improvement of land quality has raised production costs. Land use affected by costs, consequently, leads to the structural change of agriculture. Value of production has been roughly in even distribution among three sub-sectors: field crops, animal products and fishery. But the land area used by each sector is not equal with fishery using the smallest area. The location of production areas has moved to the central and eastern parts of Taiwan, while the agricultural land in the south and the north was reduced because of urbanization. In order to plan land utilization effectively, it is crucial to make use of new technology such as Geographic Information System (GIS), Global Positioning System (GPS), and Remote Sensing (RS), to accurately present the real situation of land use.
